Matthew Storey, Special Education Attorney
I became a special education attorney because I saw firsthand the struggles my family went through navigating the education system. When you know something is wrong, it can be daunting and sometimes feel impossible to make the necessary changes to provide our children with an appropriate education. This can feel even more so when up against a school with unlimited resources.
My goal has always been to put parents on equal footing with schools and provide effective representation. To that end we have experience from due process, to federal district court, and have argued before the Ninth Circuit Court of Appeals.
We also believe that understanding your rights, and how special education works is a priority and spend a significant amount of time providing free trainings to the community. I have also had the pleasure of teaching at the special education program at USD School of Law, and the graduate program for school psychology at Brandman University.
I received my B.A. in Political Science and International Relations from the University of California at San Diego and Juris Doctorate from Thomas Jefferson School of Law. Prior to that I served in United States Air Force. I live in San Diego with my wife Alina, and two boys Lucas and Logan.

Justin Matsuura, OD | Neuro-Optometrist
Dr. Justin S. Matsuura graduated from the University of California Irvine with a Bachelor of Science degree in Biological Sciences. During his undergraduate work, Dr. Matsuura was a member of UCI’s pre-optometry club and volunteered at local private practices during his spare time.
Dr. Matsuura received his Doctor of Optometry degree from Southern California College of Optometry at Marshall B. Ketchum University. His clinical externships were completed at the University Eye Center at Ketchum Health in Anaheim, University Eye Center Los Angeles, Southern Arizona VA Health Care System in Tucson, AZ, and the San Diego Center for Vision Care.
As a result of his education and clinical training, Dr. Matsuura is licensed to use and prescribe therapeutic pharmaceutical agents, diagnose, treat, and manage patients with glaucoma, and perform lacrimal irrigation/dilation procedures in addition to providing comprehensive and specialty eye examinations for patients of all ages.
He is also well trained and up to date with the most recent advances in myopia control, ocular disease diagnosis/management, specialty contact lenses, refractive surgery, primary care optometry, pediatric optometry, vision therapy, sports vision and neuro-rehabilitation optometry.
Dr. Matsuura is also an active member in the professional optometric community as he is a member of the American Optometric Association and the California Optometric Association.
Dr. Matsuura looks forward to providing quality care and service to those in the greater San Diego area while also developing strong relationships with all patients, parents, educators, and healthcare professionals.

Kevin Johnson, DC | Pediatric Chiropractor
Dr. Kevin Johnson graduated from Cal State University of Fullerton with a Bachelor of Science degree in Kinesiology and from Life Chiropractic College West with his Doctor of Chiropractic degree.
He is a FOCUS certified practitioner with advanced training in neurodevelopmental, learning, behavioral and socialization challenges as well as receiving certification in completing the AutismOne Pediatric Chiropractic continuing education program.
Growing up with a brother who has had learning and behavioral challenges and watching his mom work in special education for many years lead him to pursue a focus in helping children and families with special needs.
He regularly speaks on these topics and has others in his San Diego offices.
